Best of 2012: City Council Denies Redevelopment Revision

We're reviewing 2012 by highlighting our most memorable stories from each month of the year. In October, the Temple Terrace City Council denied a developer's revised proposal for the downtown redevelopment area.

As 2012 comes to a close, Temple Terrace Patch is taking a look back at the year that was.

After months of discussions and concessions from both city officials and the downtown redevelopment project’s developer, Vlass Temple Terrace, the City Council unanimously denied Vlass’ revised proposal apartments in the redevelopment area in October.

Since February, council members and Temple Terrace residents had spoken both for and against the 214-unit apartment complex that Vlass originally proposed. The initial plan required approximately 25 changes to the master development agreement (MDA), a contract created in 2010 between the city and Vlass that dictates what the developer can and can’t do. It also called for a development corporation, Inland Atlantic, to build the residences with no retail space on the first floor.

That was a concern for council members and most residents, who had stated that they want a walk-able downtown. Vlass contended that getting financing for a multi-use building would be impossible.
