City Receives Revised Redevelopment Proposal
The new plan came from developer Vlass Temple Terrace Tuesday evening.

On Tuesday evening, the City of Temple Terrace received a final revision from Vlass Temple Terrace, the group re-developing the downtown area.
The proposal addresses the residential aspect of the project, which is planned for the northeast corner of the site.
City officials will discuss the plan before meeting with City Council members one-on-one, which will likely happen next week, said Michael Dunn, the city’s public information officer. Then, the council, acting as the Temple Terrace Redevelopment Agency, will meet to talk about the documents.

Temple Terrace needs to stick to the excellent staff recommendations from the last workshop, including sizable areas on the ground floor that are permanent retail Our goal has never been to make the developer's dreams come true. Temple Terrace, stop being beggars!

I can't open the proposal.....but it sure did take a long time for Vlass to get back to the city. At the Sept. 1 meeting, their attorney stated that Vlass would respond by the next week.....now the response comes in three weeks later. I don't think that they have our best interest in mind. I believe our develoopment staff is looking out for the interest of our city and its citizens.

I was able to print out most of the agreement, but not the drawings. I could not see the drawings clearly, on the computer, even by enlarging to "full screen." After reading it, I am not comfortable with the proposal, still. The developer "has agreed to build the ground floor of Residential Phase I-A to accommodate retail/commercial or other non-residential uses in the ground floor of the western portion of Buildings E and G facing Main Street." What would constitute a "non-commercial use?" Please specify or give examples of what could go in here that would constitute a non-commercial use? Also, the agreement mentions that the commercial buildings will only go into the ground floor of the western portion of buildings E and G. What about the other buildings, besides buildings E and G? (Are buildings E and G the only ones that have a front that faces west to Main St.?) And finally, the Master Developer is only bound to make a "good faith and diligent effort to rent" to retail space for 6 months and thereafter have no obligations to do so. I think they should come with a package ready to present to us of retailers who are interested and ready to rent. Notwithstanding the economy, this is not a good deal for the citizens of Temple Terrace. If it is a bad time to build what we do want, then building what we DO NOT want is not the solution. Please do not let a developer bully the city council into submission. This will accomplish nothing but pain for the citizens
